Respected Madam,
This is to bring to your kind notice a corrupt
practice involving Rs 10 crores EVERY MONTH since
2001 at Mumbai, between the Mumbai Police, Muncipal
Corporation and an Advertising Company Everest Media
Private Ltd., which is being supported and aided by
some Judges of the Bombay High Court.
It also
involves a great risk to my life, since I
alone have been pursuing this matter since
August 2007 at the Bombay High Court and
thereafter since February 2009 at the Supreme
Court, after Maharashtra Government distorted
facts at Supreme Court and got some relief,
by filing Cr. SLP NOS. 8898, 8899 OF 2008
with the main aim of delaying the process to
cancel the illegal contract of the
Advertising company, which is in nexus
between the Mumbai Police and Muncipal
corporation and involves under the table
payment of atleast Rs 3 crores every month.
30-8-2007 I had
filed a Cr WR/1679/07 at Bombay High Court, bringing
to the notice of the Honble Court various
illegal acts committed by Mumbai/Maharashtra Police
in building (approximately 4000 nos) illegal beat
chowkies across Mumbai, without any municipal
permission, pilfering power and water connections and
selling of water to illegal hawkers.
24.10.2007 The Honourable High court passed an
order allowing the Mumbai Police 3 months time till
9-1-2008 to demolish all illegal chowkies across
Maharashtra, after the Addl Commissioner of Police
Late Shri Hemant Karkare filed an affidavit,
admitting the illegal Acts by Mumbai Police.
9.1.2008 The Police came to the court and
informed that they had not demolished a single Police
chowky and were in the process of identifying which
Chowkies were to be demolished on a priority basis.
The Court asked them to demolish 3 chowkies in 2
weeks and report back on 25-1-2008.
25.1.2008 After demolition of the 3 chowkies.
The Court gave them another 6 months to demolish on a
priority basis 137 Police chowkys in Mumbai (about
the rest of Maharashtra they gave no details).
27.3.2008 The Petitioner filed criminal
application No 101 of 2008, bringing to the notice of
the court, the illegal manner in which the Mumbai
Police had allowed a Company Everest Advertising to
earn over Rs 10 crores every month by allowing
advertising booths at all busy intersections across
Mumbai, even allowing power for illuminating ads to
be pilfered from traffic signals. Mumbai Police and
Muncipal Corporation were asked to file affidavit in

5-05-2008 After receiving Affidavits in reply,
the Petitioner through an affidavit brought to the
notice of the court, the Nexus between the Police,
Muncipal Corporation and an Advertising Company which
was allowed to set up Advertising booths across
Mumbai at every busy intersection, WITHOUT ANY
PAYMENT to Police or the State Government ( no
tenders were called). This advertisement Company was
getting revenue of Rs 10 crores (approximately) EVERY
MONTH since 2001, with a one time initial investment
of Rs 2 crores only. They were also allowed to pilfer
Electric Power from traffic signals with impunity, to
illuminate the advertisement booths in the night.

24.7.2008 On this date, the Mumbai police
filed affidavit that out of 137 police chowkies, they
had demolished only 20 in the preceding 6 months.
They asked for more time once again. The order passed
on this day is wrongfully shown in the Cr. SLP 8889,
8899 0f 2008 as the 1st order passed for demolition
by the Bombay High Court.
And the High Court Judges very conveniently offered
them 6 months more on 11-9-2009. This was actually
the 3rd extension.
11.9.2008 ... Between May 2008 and 11-9-2008, the
judges of the Bombay High Court called me to court 8
times and adjourned the case every time (an clear
effort to tire me out) and then on 11-9-2008 passed
an order literally expelling me from the Petition
which I have filed. Stating thus ... The
petitioner who has brought this public interest
matter is not in a position to understand the
behaviour which people are expected to maintain at
the courts and which behaviour is known to the
lawyers by their conduct. Therefore, we requested him
on several occasions to engage counsel, so that we
could understand the point of view. Even otherwise
this is a matter of public interest and the
petitioner has no interest. Therefore we relieve him
of this case and he shall not be heard again in this
case. However, we appoint Mr R. B. Raghuvanshi, the
Additional Solicitor General, as amicus curiae to
assist this case, List all the matters on 11th March
2009".
This
was clearly an effort to help out the Advertising
company.
9.3.2009 After I received notice from the
Supreme Court as Respondent No 1, in Cr SLP 8898,
8899 OF 2008, I appeared in the Supreme Court and
filed Counter affidavit, bringing all the facts to
the notice of the Supreme Court. ( Read counter

I am an 62 years old citizen with nil saving and no
income, I already have appeared in the Supreme Court
2 times in connection with this SLP and cannot afford
to travel again to Delhi. Somehow the Maharashtra
Government keeps getting the case at Supreme Court
adjourned every time, giving more time to the
Advertising company to earn illegal crores.
This is an appeal to you, to do something to end such
malpractices in the country, starting with this one
in Mumbai. I am sending an copy of this letter to the
Chief Justice of India at the Supreme Court, Chief
Justice of The Bombay High Court and The Law Minister
and very sincerely hope someone will act fast and not
after reading a report in the newspapers, with
headline Indur Chhugani Mg Trustee of NGO shot
dead for pursuing corrupt Mumbai Police.
